Further refining Haricot’s info, looks like the picture was taken at the park surrounded by Place de la Porte Maillot, facing Arc de Triomphe.
Google Satellite map and street view do a good job of giving us quite a view there.

At the far end of the photo is Arc de Triomphe. So, the pic must have been taken on
Avenue des Champs-Elysées, (or second guess: Avenue de la Grande Armée) in
Paris, France.
